Qualifications

Applicants must be and remain a member in good standing of the Bar of a State or territory of the United States, or the District of Columbia and provide proof of membership; and possess a Bachelor of Law or Juris Doctor Degree from a law school accredited by the American Bar Association at the time of their graduation. A copy of a college transcript and membership to the Bar must be submitted by the selectee before final hiring is completed.

The experience described in your resume will be evaluated and screened for competencies needed to perform the duties of the position as described in the MAJOR DUTIES section of this announcement. The QUALITY of experience relates to how closely or to what extent your experience, education, and training are relevant to the duties and responsibilities of the announced position. Salary will be set within the range specified in this vacancy announcement based on the complexity of work to be performed, the selectee's experience, education, training, and availability of funds.

Veteran's Preference:

There is no formal rating system for applying veterans' preference to attorney appointments in the excepted service; however, the Department of Defense considers veterans' preference eligibility a positive factor for attorney hiring. Applicants eligible for veterans' preference must include that information in their cover letter or resume and attach supporting documentation (e.g., DD Form 214, "Certificate of Release or Discharge from Active Duty") to their submissions. Although the point-preference system is not used, applicants eligible to claim a 10-point preference must submit a Standard Form (SF) 15, "Application for 10-Point Veteran Preference," and supporting documentation required for the specific type of preference claimed. Specialized Experience: You must possess more than 3 years of professional legal experience that is equivalent to the duties and responsibilities of the position to be filled.

Examples of creditable specialized experience are identified in the duties of this announcement and may also include:

* Providing legal advice and services related to the full range of issues in the following legal areas: acquisition/Government contracts; fiscal law; civilian personnel (labor/employment)law; Government Ethics/standards of conduct; education/school law; special education; Freedom of Information Act/Privacy Act; and litigation before Federal and state courts, and Federal administrative fora

* Providing legal expertise and support in a multitude of ways, including: consultations; drafting legal memoranda; interpreting and applying statutes, executive orders, directives, regulations, administrative rulings and court decisions

* Providing legal expertise and support in a multitude of ways, e.g. consultations, drafting legal memoranda, and interpreting and applying statutes, executive orders, directives, regulations, administrative rulings and court decisions

* Developing and maintain effective working relationships and professional competence to all stakeholders

Review administrative orders, rules, regulations and statutes

* Demonstrated professional knowledge in complex cases requiring the interpretation and application of laws, regulations, and precedent that are not clearly distinguished.

Specifically you will be evaluated on the following competencies:

1. Knowledge of statutes, rules, regulations and legal documents sufficient to advise on, prepare and

recommend action. 2. Ability to analyze, provide advice, and represent the agency on labor and employment matters 3. Ability to communicate orally and in writing to upper level management and senior officials

You must be a graduate from a law school accredited by the American Bar Association possessing a Bachelor of Law or Juris Doctor Degree and be a member of a Bar in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
